BISAM CEO Andrey Skuratov participated in a consultative meeting on the legal capacity of persons with disabilities

On April 29, 2026, a consultative meeting on the legal capacity of persons with disabilities was held at the United Nations Office in the Republic of Kazakhstan in Astana. The event was organized by the Office of the United Nations High Commissioner for Human Rights (OHCHR).

BISAM CEO Andrey Skuratov took part in the meeting. The event brought together representatives of international organizations, the expert community, human rights institutions, and government agencies to discuss current issues related to the protection of the rights of persons with disabilities and the improvement of guardianship mechanisms.
The main purpose of the meeting was to address existing challenges and vulnerabilities within the national guardianship system for legally incapacitated persons with disabilities, as well as to develop recommendations for improving legislation and law enforcement practices in this area.

During the meeting, participants discussed key topics including:

• General Comment No. 1 of the Committee on the Rights of Persons with Disabilities;
• an overview of the legislation of the Republic of Kazakhstan on legal capacity;
• key findings and recommendations from the analysis of the national guardianship system for legally incapacitated adults;
• the impact of national legislation and law enforcement practices on the realization of the rights of persons with disabilities.

Presentations were delivered by OHCHR specialists, experts in international and national law, analysts, human rights advocates, representatives of the National Center for Human Rights, as well as a member of the National Commission on Women's Affairs and Family and Demographic Policy under the President of the Republic of Kazakhstan.
